Sheila Michell
Treasurer
Sheila Mitchell is a healthcare transformation and program-management leader who turns complex strategies into organized, measurable execution. She currently serves as Director, Programs within Sentara Health Plan ePMO Shared Services organization, where her work centers on enterprise transformation, program governance, value realization, executive reporting, and cross-functional alignment. Known for navigating ambiguity and removing barriers, Sheila brings structure to multifaceted initiatives while maintaining a leadership style grounded in communication, accountability, partnership, and coaching.
Sheila has extensive experience leading healthcare and Medicaid programs across operational, technology, and business functions. At Sentara, she has guided transformation teams through capability development, sustainability planning, value acceleration, and data-driven leadership reporting. Earlier in her career, she led Medicaid implementations and government-business programs, strengthened delivery practices, mentored project managers, and supported new-market opportunities. Before joining Sentara, Sheila held project and program leadership roles at Elevance Health, where she directed Medicaid implementation work, established portfolio-management practices, coached matrixed teams, and oversaw a new-market implementations.
A natural teacher and developer of people, Sheila also served as an adjunct instructor at Tidewater Community College, teaching Microsoft Office, operating systems, and technical fundamentals. That experience continues to influence her practical and approachable leadership style—she is as comfortable coaching individuals and building team capabilities as she is establishing governance, communicating with executives, or coordinating complex transformation programs.
Sheila earned an MBA in Business Administration from Strayer University and a Bachelor of Science in Business Administration, with a minor in Marketing, from Old Dominion University. She has earned Project Management Professional (PMP) certification and completed MIT Sloan School of Management’s Artificial Intelligence: Implications for Business Strategy program. Continuing to invest in the intersection of project leadership, transformation, and artificial intelligence, Sheila is currently completing the PMI-CPMAI course and working toward the PMI Certified Professional in Managing AI (PMI-CPMAI) certification.
Away from work, Sheila is happiest near the water and enjoys gardening, auctions, do-it-yourself projects, crafts, cooking, and time with her pets. She is also an enthusiastic Steelers and Auburn football fan—War Eagle! Perhaps the simplest description of how Sheila shows up both professionally and personally comes from three words she uses to describe herself: leader, approachable, and passionate.
